Description: This vintage fascinator tilt hat is fantastic! It has a strap to go around back of head to keep it secure. It tilts over one eye for a very dramatic effect and also helps to keep hat secure. The strap and the grosgrain ribbon loops are black. The millinery flowers are velvet and silk (I think). They might need a little steam to puff up a bit. This is from the 1930’s or 40’s. It has tag on the inside CONSUMERS PROTECTION LABEL ADJUSTABLE MFD. UNDER LABOR STANDARDS.
